Can a registrar perform a full rhinoplasty?
It is a rather open ended question, as the training process is different for the trainees in relation to their interests and exposure in the units where they train.
For simple procedures, a more experienced registrar could deliver a good result. It may lack some of the detail that comes with experience, but still be structurally correct.
For more complex interventions, be they primary or secondary, even a young consultant may need help.
